Technical Manager (Construction)

Key Responsibilities
- Coordinate and oversee the day-to-day operations of the department.
- Manage projects and coordinate the activities of Project Managers.
- Communicate with existing and potential clients during negotiations, proposal preparation, project initiation and execution.
- Manage subcontractors, freelancers and other third parties involved in projects.
- Prepare commercial and technical proposals, tender packages and supporting documentation.
- Review and analyze Statements of Work (SoW), calculate project budgets and AD50.
- Manage departmental P&L and prepare forecasts together with the Department Manager.
- Prepare Cash Flow reports, budget forecasts, and cost and revenue reserve files.
- Review contracts, NDAs and relevant project documentation.
- Coordinate with regional teams and local/international contractors during the preparation of technical and commercial proposals.
- Support recruitment and resource planning for projects.
- Ensure effective coordination between the operational team and supporting departments.
- Coordinate technical audits and external inspections, including FLS inspections when required.
- Maintain control of testing and inspection equipment, including certification, calibration and maintenance records.
- Ensure proper archiving of project and departmental documentation.
- Organize regular team meetings and maintain effective communication between employees and management.
- Provide technical and advisory support during proposal preparation and client meetings.
Requirements
- Higher technical education.
- Relevant experience in construction, infrastructure projects, technical consultancy, inspection services, or a related field.
- Experience in project and operational management.
- Understanding of project budgeting, P&L, Cash Flow and commercial performance.
- Experience in preparing commercial and technical proposals and tender documentation.
- Strong client, contractor and project team management skills.
- Good organizational, negotiation and problem-solving skills.
- Good command of English for business communication with regional teams and international contractors.
